Is it possible to nest SystemTools.DoCommands?

No, it isn't.

In the current implementation, the command System.DoCommands is recognized by the default command interpreter (WMTextView.Mod) as special command were two consecutive tilde characters indicate the end of command line arguments (instead of just one).

It would, of course, be possible to make that interpreter aware of nested System.DoCommands, but this is not implemented.
