On the Oberon News page at http://www.oberon.ethz.ch/news/index it says:

What is new about it? Was it released in 2008?

The new compiler has not yet been released. The frontend consisting of scanner, parser and checker is completely finished. The backend is still work in progress.
The new compiler will support Active Oberon as PACO already did in the first place. Later on we will provide some modifications / extensions / clearings to the language. Internally, the new compiler is a multi-stage (not: multi-pass) compiler with a quite standard interface making it easier to debug, extend and maintain.
